HKSAR Chief Executive Carrie Lam released a recorded video version of her annual policy address speech after she was disrupted by protests in the Legislative Council. In her speech, Lam focused on the housing and land shortage in a city with some of the highest real estate prices in the world. She said housing was the source of public anger. Lam also emphasized the "One Country, Two Systems" principle, the basic law, and the protection of Hong Kong institutions. She said that different voices should be valued, but that violence would destroy good institutions.
